At the beginning of this year, to further speed up the development of emerging industry, our city created a batch of unique industrial base which is influential in the province. It issued several opinions on supporting the development of the emerging industrial agglomeration. In the city, it has launched the construction of six big emerging industry clusters like photoelectricity, new materials, smart power grids, high performance composite materials, biological science and information technology.

　　Xu Haitao,deputy director of the municipal development and reform commission, said, in order to promote the cluster development of emerging industry, cultivate characteristic industry, from 2013 to 2015, our city and district government have arranged one billion yuan support funds and 0.6 billion yuan ticket subsidies in supporting cluster construction.

　　At present, six big emerging industry clusters’ industry development planning and space layout planning have already been completed.Infrastructure construction has completed the total investment of over 0.6 billion yuan. Meanwhile, implement cluster project admittance system. Adopt a policy of enclaves examination to the imported projects. That is, within the city limits, no matter which subject introduce the project, must enter to corresponding cluster, otherwise not included in the investment appraisal. With the increasing efforts to attract foreign investment, till now, clusters have imported 11 new industrial projects, at a budget of about 9 billion yuan. 　　Deputy director of the municipal development and reform commission Xu Haitao said, we’ll locate target that has position at home and influence in the industry. The six big emerging industry clusters’ sales revenue aims to reach 100 billion yuan by 2015. And in 2020, the sales revenue aims to reach over 200 billion yuan.
