On June 26, Jing Dawei, Chief of Nonferrous Materials Section of the former Materials Division, National Ministry of Industry and Information, led a group to Boqian New Materials Industrial Park for investigation and survey on the development situation of new materials industry accompanied by Wang Liping, Deputy to the National People’s Congress, and the leaders of Suqian Economy and Information Technology Bureau.

　　In Boqian New Materials, the group went deep into workshop of nano-nickel powder and learned about the production process; in the exhibition hall, relevant staffs of Boqian escorted them and gave detailed introduction to the main products, achievements of technological innovation and honors and awards of Boqian New Materials.

　　Later on, an exchanged meeting was convened with the presence of Jing Dawei, Chief of Nonferrous Materials Section of the former Materials Division, National Ministry of Industry and Information, Zhang Junru, Deputy Director of the Office of Suqian Economy and Information Technology Commission, Wang Xin, Head of Economic Development Bureau of Suqian Hi-tech Development Zone, and Wang Liping, Deputy to the National People’s Congress.

　　At the meeting, Wang Liping, Deputy to the National People’s Congress, proposed two points of new materials industrial development:

　　Firstly, accelerate to formulate industrial standards.

　　The national examination and approval department of industrial standards shall shorten the time period of formulation, accelerate to formulate quality standards aiming at each subdivisions of new materials industry, guide the leading enterprises of ultrafine metal powders to formulate industrial standards timely according to market demands, direct enterprises to participate in the formulation of international standards and national standards to seize the opportunity for say on technical standards and occupy the highland of this industry, so as to create a favorable industrial environment for practically promoting high-quality industrial development.

　　Secondly, preferential policies on tax reimbursement for export.

　　Relevant national ministries and commissions shall have cooperation and work out policies jointly, release the policies on tax reimbursement for export of ultrafine metal powder materials with the least delay possible, prepare for schedule and route map, and promote policy formulation process with high efficiency. Under the current product categories, set the coding sub-categories of relevant export commodities with tax reimbursement and include into the range of tax reimbursement, so as to promote the re-investment in scientific and technological research of enterprises and enhance continuous improvement of technologies for preparation of ultrafine metal powders.

　　Jing Dawei said, the State encouraged export of hi-tech products, the development of new materials industry satisfied with the requirements of Made-in-China 2025 strategy, and the Ministry of Industry and Information Technology had an initial opinion to strive for the release of industrial standards of new materials by the first quarter next year. He emphasized Suqian in the mid stage of industrial development so far shall focus on the development of characteristic industries and give full play to second-mover advantages.
